We are about to enter a new normality, stemming from the Coronavirus epidemic that is affecting us.
We need to reactivate the economy, but we also need to prioritize public health to protect and save lives. We must learn to live with the coronavirus.
So far, we have fought it by staying at home, but as soon as we go out, the situation will change.
Therefore, we must keep the preventive and hygienic measures in place at all times, especially social-distancing and for all those who can do so, must remain at home.
A few days ago, I presented a plan to recover the economy, our Plan “Reactivamos Quintana Roo”.
Today, I want to explain that Plan in detail, how it works and in what manner we will have to act every day, depending on the color of the traffic light for the day.
Remember that the spread and contagion of COVID can make us sick, and could even result in hospitalization, intubation and even death.
There is still no vaccine or medication that allows us to fully protect ourselves.
If we work as a team, according to this plan, we will be able to contain and reduce the level of contagion, controlling its effects.
For that reason, I present to you the “Reactivating Quintana Roo” plan.
Let’s remember that our general strategy contemplates three priorities:
1.- Save lives.
2.-Protect and support families and
3.-Recover the economy.
To save lives, we have carried out various actions, including the expansion of hospital capacity, with more than a thousand beds for COVID care.
The hiring of more than 600 health professionals, taking care for more than 9 thousand people with chronic diseases and more than 6 thousand pregnant women.
For Quintana Roo families we implemented 5 actions for your family, supporting them with water, electricity, gas, food and health.
The Plan Against Domestic Violence has been executed to protect girls, boys, adolescents and women, and now we are going to recover the economy!
The presentation of the strategy is designed to answer the key questions that capture the main concerns and doubts of citizens.
Here are some of those:
“Reactivating Quintana Roo” aims to recover our jobs, while taking care of our health.
At all times we seek a balance between the reactivation of the economy and the protection of life. Therefore, the return to activities will be carried out gradually, and in an orderly, responsible manner.
The strategy “Reactivating Quintana Roo” is gradual because we will open little by little. As the color of the traffic light changes, the level of openness of the activities will increase.
It follows an order because some activities will start before others. The traffic light and guidelines will tell us who will start first and how they should do it.
Finally, it is responsible because it establishes the obligation of all citizens to take care of each other. If you don’t have to go out, be responsible, stay home!
The state traffic light has four colors that indicate the health risk we are in: red, orange, yellow and green.
The color of the traffic light is determined by two indicators.
First, considering the new number of people infected and, second, because of the available medical and hospital capacity.
The colors will indicate the gradual opening of economic activities in the state.
The traffic light indicates two regions in our state: south and north, due to hospital capacity and the evolution of the level of contagion in each area.
The map reflects the level of risk you are at. Locate your region to know how to act.
Our traffic light incorporates specific measurement units, depending on the economic activity and the level of contact between people in each case.
In the case of hotels, the unit of measure is the rooms, for restaurants it is the tables, for work centers it is the number of people, for public and private transport it is the number of seats, for events it is the number of seats and for street commerce the rule will be to always keep a healthy distance, the use of face masks and antibacterial gel and not to pass money from one hand to another.
You can open your business or go to work when the color of the traffic light allows it, but remember that everything is gradual and in order.

The state traffic light goes into effect on June 8 and will be updated weekly. I ask you to keep an eye on the official communications on this topic.
Every Thursday I will be announcing via the state media and social networks, the traffic light status and the color change if there is one.
To take care of your health, these measures must be strictly followed: frequently wash your hands, wear face masks and always keep a healthy distance. These measures are our best protection.
In addition, you should frequently clean and disinfect common areas and objects of use. Try to exercise, at least 20 minutes a day.
Finally, if you have a fever, cough, headache, sore throat, or trouble breathing, call 911 right away!
If you are a worker, it is important to understand and apply all prevention and protection measures to health at home, on the road and in the workplace.
Public transport requires special care to avoid the spread of the virus.
If you are an employer, you must follow the protocols and have specific guidelines, as well as train your staff on preventive health measures and minimize contact between people.
We must be attentive to the official instructions to apply tests that detect the COVID-19 virus in a timely manner.

I want to be clear. The crisis is not over.
If we neglect and relax discipline in complying with sanitary measures, there may be a new outbreak of the virus that puts the health of the population at risk.
If that happens, we will have to return to red on the traffic light, which means returning to isolation in our homes.
On June 8 we will begin the gradual revival of the economy. This does not mean that we must lower our guard, on the contrary, today more than ever we must protect ourselves.
Neglect of some can put everyone at risk.
It is everyone’s responsibility that the virus no longer spreads.
If we put the part that corresponds to us, we can return to our activities taking care of ourselves.
Quintana Roo has world class tourist destinations.
We want thousands of national and foreign visitors to return to our state soon.
And that allows us to continue being leaders in the creation of employment and economic development in the country.
Only by working together, with the same objective, can we face this epidemic.
